Three-Year Action Plan for Opening-up and Reform in the Commercial Services, Transportation and Construction Sectors

This Action Plan is formulated for the implementation of the All-round Pilot Projects for Further Opening-up in Beijing's Service Industry approved by the State Council [Guohan (2019)] No. 16]. It is aimed at further reforms and opening-up in commercial services, transportation,construction, and servicing international organizations, as part of Beijing's plan for a new round of pilot projects in the service sectors and its development strategy as the capital city.

I. Piloting and Implementing Major Reform Policies

1. Continuous efforts to expand market access. (1) Positive efforts will be made to lift restrictions on foreign-invested construction firms for their involvement in construction projects. Wholly foreign-owned firms will no longer be subject to the limit on the proportion of investment when undertaking joint construction projects in Beijing's sub-center and Beijing Daxing International Airport Economic Zone. (Time of Completion: December, 2020. Responsible Organizations: Beijing Municipal Commission of Housing and Urban-Rural Development, Beijing Municipal Bureau of Commerce, Beijing Municipal Commission of Development and Reform, Beijing New Airport Work Office, People's Governments of Tongzhou and Daxing Districts, Beijing.) (2) Positive efforts will be made to remove restrictions on construction firms with investment from Hong Kong, Macau and Taiwan for the scope of business as specified in Regulations on Foreign Construction Enterprise Investment in Construction Projects when they undertake construction projects in Beijing's sub-center and the Beijing Daxing International Airport Economic Zone. (Time of Completion: December, 2020. 2. Developing new and diverse businesses in different formats. (1) To develop policies on opening duty-free shops in business districts away from airports. (Time of Completion: December, 2020. Responsible Organizations: Beijing Finance Bureau, Beijing Municipal Tax Service, Beijing Customs District P. R. China, Beijing Municipal Bureau of Commerce.) (2) To improve procedures for departure tax refund. Measures will be taken to allow immediate refund after purchase, more extensive use of electronic invoices, and tax refund requests through eligible third-party agencies. Tax refund criteria will be modified. Instead of “a minimum of RMB 500 in purchase by one international visitor in one duty free store in one day”, it will be “a minimum of RMB 500” in purchase by one international visitor in one duty free store during the same entry”. (4) To set up pilot projects in the Special Customs Zones to test a new business model of “cross-border e-commerce stores + customs bonded warehouses”, with the store in the front and warehouse at the back. 3. New platforms will be built by high standards to increase openness. (1) Overall plans will be made for the development of customs bonded zones, with efforts to obtain approval for the establishment of the Beijing Daxing International Airport comprehensive bonded zone. It will be designed by high standards, as a new platform for high-quality development and further openness. (Time of Completion: December, 2019. Responsible Organizations: Beijing Municipal Bureau of Commerce, Beijing Municipal Commission of Planning and Natural Resources, Beijing Municipal Office of Organizational Structure Planning, People's Government of Daxing District, Beijing.) (2) To upgrade Beijing Tianzhu Comprehensive Bonded Zone and make it one of the leading airport bonded zones in China. (Time of Completion: December, 2019. Responsible Organizations: Tianzhu Comprehensive Bonded Zone Administration Committee, Beijing Municipal Bureau of Commerce, People's Government of Shunyi District, Beijing.)

4. Building an open system for digital trade. (1) To follow through on applications for some of the industrial parks to acquire the status as national level digital services export bases, as a way to encourage the concentration of digital service businesses in the parks for greater development. (Time of Completion: December, 2019. Responsible Organizations: Beijing Municipal Bureau of Commerce.) (2) To conduct digital trade related research. Policies will be in place to facilitate digital trade and its development. (Time of Completion: December, 2019. Responsible Organizations: Beijing Municipal Bureau of Commerce, Beijing Communications Administration, Beijing Municipal Bureau of Economy and Information Technology.) (3) To explore new models of data classification and management. (Time of Completion: December, 2020. Responsible Organizations: Beijing Municipal Office of Cyberspace and Informatization, Beijing Communications Administration, Beijing Municipal Bureau of Economy and Information Technology, Beijing Market Supervision and Administration, Beijing Municipal Financial Regulatory Bureau.) (4) To establish a mechanism for online intellectual property rights protection. (Time of Completion: December, 2020. Responsible Organization: Beijing Municipal Intellectual Property Office.)

II. Further Reform in Management and Services

5. Enhancing capacity to service international air transportation. (1) To expand air traffic rights for airports in Beijing to service more international airlines with routes to or through Beijing. (Time of Completion: December, 2019. Responsible Organization: CAAC North China Regional Administration) (2) To streamline the approval process of business licenses for new international air routes. (Time of Completion: December, 2019. Responsible Organization: CAAC North China Regional Administration.) (3) Full implementation of electronic management of international shipment manifests. (Time of Completion: December, 2019. Responsible Organizations: CAAC North China Regional Administration, Beijing Customs District, Beijing General Station of Exit and Entry Frontier Inspection.)

6. Making Beijing a host city for international institutions and organizations and a destination for their annual meetings. (1) To create more favorable policy environment to attract more international institutions and international organizations to Beijing, which is positioned as the country's center of politics, culture, international exchanges and cooperation, and technology and innovation. (Time of Completion: Proceeding on a continuous basis. Responsible Organizations: Foreign Affairs Office of the People's Government of Beijing Municipality, Beijing Municipal Bureau of Public Security, Beijing Municipal Bureau of Commerce.) (2) To increase contacts and cooperation with international organizations and create more favorable conditions for more international organizations to hold their annual meetings in Beijing, in order to further increase the city's visibility. 7. Developing systems for environment protection, with relevant support mechanisms. (1) To set up a management system with only a commitment reporting requirement for projects registered under the “Catalogue of Construction Projects Subject to Environmental Impact Assessment”, and establish a preliminary catalogue for construction projects excluded from environmental impact assessment. (Time of Completion: December, 2019. Responsible Organizations: Environmental Protection Agency of Beijing.) (2) To explore and develop green financial instruments which can be used for trading of pollution, water and energy permits, and provide support to foreign investment in green finance activities within the terms of the law, and to the development of environment protection industry. (Time of Completion: Proceeding on a continuous basis. Responsible Organizations: Beijing Municipal Financial Regulatory Bureau, Business Administration Department of the People's Bank of China, Environmental Protection Agency of Beijing.)

III. Resolving the Most Difficult Issues

8. Developing new approaches in residential services. (1) To start new business in meat cutting or processing for imported meat and frozen or fresh seafood in the Tianzhu Bonded Zone which has designated inspection sites for five categories of imported food products. (Time of Completion: December, 2019. Responsible Organizations: Tianzhu Comprehensive Bonded Zone Administration Committee, Beijing Customs District P. R. China.) (2) To expand the trial sale of medicines, books and newspapers in convenience stores (including self-service supermarkets, smart vending machines and other new business). (Time of Completion: Proceeding on a continuous basis. Responsible Organization: Beijing Municipal Bureau of Commerce.)

9. Regulating and facilitating consumer services. (1) To make plans for retail networks when constructing new transport hubs and allow business facilities to be set up in newly constructed transport hubs such as subways. (Time of Completion: December, 2020. Responsible Organizations: Beijing Municipal Commission of Planning and Natural Resources, Beijing Fire Department, Beijing Municipal Bureau of Public Security, Beijing Municipal Commission of Transportation, Beijing Municipal Bureau of Commerce.) (2) To make meticulous plans for convenience facilities in residential areas. Efforts will be made to increase the per capita area of commercial facilities in new communities, with the proportion and specific locations of these facilities identified. 10. Developing more efficient logistics. (1) To run pilot projects for dedicated loading and unloading areas in large commercial facilities, with fast charging stations installed. (Time of Completion: December, 2020. Responsible Organizations: Beijing Municipal Commission of Planning and Natural Resources, Beijing Municipal Commission of Transportation.) (2) To run pilot projects that grant certain areas or districts the authority to manage the import and export of uncontrolled technologies through a registration system. (Time of Completion: December, 2019. Responsible Organization: Beijing Municipal Bureau of Commerce.)

IV. Implementing Projects of Substantial Influence

11. Hosting more international organizations and bidding for annual meetings of international organizations. (1) Efforts will be made to host the headquarters of the Global Forest Fund Network. (Time of Completion: Proceeding on a continuous basis. Responsible Organizations: Beijing Gardening and Greening Bureau, Foreign Affairs Office of the People's Government of Beijing Municipality.) (2) To bid for Sibos 2024. (Time of Completion: December, 2019. Responsible Organizations: Beijing Municipal Financial Regulatory Bureau, Foreign Affairs Office of the People's Government of Beijing Municipality.)

12. Implementing a number of large commercial projects. (1) To build an international shopping center adjacent to the Daxing International Airport, with international brands and yet competitive prices, supported by themed sections for culture, fashion, and arts. (Time of Completion: December, 2021. Responsible Organizations: People's Government of Daxing District, Beijing, Beijing Municipal Commission of Development and Reform, Beijing Municipal Commission of Planning and Natural Resources, Beijing Municipal Bureau of Commerce.) (2) To build the Shunyi airport international tax-free commercial complex. It is a world-class airport commercial complex adjacent to the Capital International Airport, consisting of duty-free shops, facilities for entertainment and cultural experience, as well as luxurious hotels, high-end office buildings and other businesses. (Time of Completion: December, 2021. Responsible Organizations: People's Government of Shunyi District, Beijing, Beijing Municipal Commission of Development and Reform, Beijing Municipal Commission of Planning and Natural Resources, Beijing Municipal Bureau of Commerce.)

13. Encouraging world-famous commercial brands to come in Beijing. (1) Support will be provided to Shougang Commercial Services Park for setting up platforms for new product debuts and channel sales. International brands will be encouraged to open their first stores in Beijing and a street or district will be dedicated for first stores of international brands. (Time of Completion: December, 2020. Responsible Organizations: People's Government of Shijingshan District, Beijing, Beijing Municipal Commission of Development and Reform, Beijing Municipal Bureau of Commerce.) (2) Support will be provided to foreign convenience store chains to set up outlets in Beijing. Supporting policies and services will be available to help leading international convenience stores set up more than 50 outlets in Beijing. (Time of Completion: December, 2019.
