Three-Year Action Plan for Opening-up and Reform in the Internet-Based Information Service Sector

The Action Plan is formulated for the implementation of the All-round Pilot Projects for Further Opening-up in Beijing's Service Industry approved by the State Council [Guohan (2019)] No. 16]. It is aimed at further opening-up in Beijing's internet-based information service sector and high-quality development of the city's software and information service industries.  

I. Goals

To foster new business forms, new business models, and start-ups in the internet economy, by 2021, Beijing aims to:

1. Build a service platform for incoming businesses; and

2. Implement 10 major demonstration projects.

The city seeks to build an open internet-based information service sector within the parameters of the existing policies, foster a more business-friendly environment, and achieve greater breakthroughs in opening-up and innovation.

II. Tasks

1. Further Opening Beijing's Internet-Based Information Service Sector

(1) Beijing will improve its internet accessible services in line with updated international standards and rules. More opening-up measures will be rolled out for value-added telecommunications services (VATS), including Virtual Private Network (VPN) and app stores. The focus is to introduce projects that represent the latest technologies and bring in leading providers of internet-based services to enhance Chinese users' experience.

(2) Policy communication. Three publicity campaigns will be held to communicate policies on storage and forwarding services, domestic multi-party communications, and ISP services (ISP for individual customers only). Support will be sought from the Ministry of Industry and Information Technology (MIIT) to develop detailed measures for delivery of these policies. (Time of Completion: December 2019. 2. Building a Service Platform for Incoming Businesses

(3) To help leading companies of internet-based information services grow and launch projects in Beijing, a specialized service platform will be established for overseas businesses with new information and communication technologies (ICT). Capital driven, the platform will provide policy, qualification, business, operation, and market services for foreign investors. (Time of Completion: August 2019. 3. Bringing in Demonstration Businesses and Projects

(4) Existing policies will be delivered to attract emerging unicorns in multi-party communications to Beijing. (Time of Completion: October 2019. Responsible Organizations: Beijing Bureau of Economy and Information Technology and Beijing Telecommunications Administration)

(5) Global leaders in cloud computing will be encouraged to develop major projects in Beijing. The state-of-the-art technologies and services will be introduced from abroad to help Beijing move faster up the value chain of internet-based information services. (6) Advanced foreign technologies will be used to carry out win-win demonstration projects through scenario innovation. Such technologies will be applied in transportation to make Beijing a smart city. (Time of Completion: December 2019. (7) Efforts will be made to bring in leading companies in the Industrial Internet, 5G, AI, and other emerging sectors and introduce projects representing the latest technologies to help Beijing better attract innovation resources from across the world. (8) Beijing's key demonstration zones will be encouraged to develop cooperation with global internet-based information providers. Internet developer communities and collaborative innovation networks around the world will be leveraged to build collaborative innovation platforms for new business forms in key demonstration zones. 4. Promoting the New Economy Through Open Access to Data

(9) Measures will be introduced for managing Beijing's public data and improving its big data management mechanism. Data gathering, sharing, disclosure, and application will be accelerated to foster big-data-based new businesses. (Time of Completion: December 2019. (10) A mechanism will be considered for the purchase and two-way use of social data, and an open public data platform will be established. The integration of social data and its connection and application to the Beijing big data platform will first be done in priority sectors, such as credit service, health care and medical service, social security and employment, public security, transportation, education and culture, geography, meteorology, and environmental protection. This will satisfy social demand for information, and enable society-wide development and use of big data, thus promoting the new economy. (Time of Completion: December 2019. (11) Based on the Beijing Big Data Action Plan, a catalogue of government data resources will be developed with three key elements: responsibility, data, and database. Catalogue management standards will be introduced to improve the mechanism for high quality information sharing and services. (Time of Completion: December 2021. (12) Beijing will proactively coordinate with national big data authorities to ensure data sharing support to the city's operations from central government departments of public security, market regulation, customs, commerce, transportation, and financial regulation. This will help make Beijing a smart megacity and enhance its capacity for emergency response and precision governance. (Time of Completion: December 2021. 5. Considering Policies to Digitize and Open Up Trade in Services

(13) Efforts will be made to promote deep integration of the software and information service industries with traditional trade in services. Based on studies and research, Beijing will consider and introduce policies that will enhance the city's capacity for the supply of information services and related consumer products, and strengthen the basis for trade in those services.
