On June 25, Xicheng District held the 2023 Plenary Meeting of the Foreign Affairs Committee of the CPC Xicheng District Committee & the Plenary Meeting of the District Leading Group for Promoting Beijing’s Role as the Center for International Exchanges. The meeting conveyed the guiding principles of the fifth plenary meeting of the Foreign Affairs Committee of the CPC Beijing Municipal Committee and the sixth plenary meeting of the Municipal Leading Group for Improving Beijing’s Role as the Center for International Exchanges. The meeting also heard the report on the comprehensive monitoring and evaluation indicator system for Xicheng District’s work on promoting Beijing’s role as the center for international exchanges. Sun Shuo, Secretary of the CPC Xicheng District Committee, Director of the Xicheng District Foreign Affairs Committee, and Head of the District Leading Group presided over the meeting. Liu Dongwei, Deputy Secretary of the CPC Xicheng District Committee and Mayor of Xicheng District, attended the meeting.

The meeting pointed out the importance of studying and implementing the guiding principles of the 20th CPC National Congress and Xi Jinping Thought on Diplomacy, and staying committed to the “Two Establishments” and “Two Upholds”. Under the new circumstances and facing new tasks, work on foreign affairs at the sub-national level should be aligned with the overall diplomatic endeavors of the Party and the country. All relevant efforts should be inline with the decisions and arrangements of the CPC Central Committee on foreign affairs and the requirements of the CPC Beijing Municipal Committee.

The meeting emphasized the need to improve the mechanism for supporting major state events and ensure the quality of services for head-of-state diplomacy and major diplomatic events. Solid efforts should be made to improve the environment in key areas and explore and develop more high-quality, distinctive venues for diplomatic and foreign-related events. Furthermore, the district should continue to host the Financial Street Forum and the Global Fintech Conference against high standards, thereby expanding their international influence. The meeting also highlighted the need for greater efforts to attract organizations, conferences and exhibitions, high-quality multinational corporations, and high-end talents from around the world. The district should promote sister-city exchanges through various channels, continuously consolidating and expanding international friendships.

The meeting called for enhanced Party leadership in foreign affairs. The Foreign Affairs Committee of the CPC Xicheng District Committee should improve research and deployment on major issues and take a systematic approach to promote foreign affairs work. Party organizations at all levels should enhance coordination. Leaders and officials at all levels should develop an international perspective. With proactive steps and strengthened collaboration and cooperation, greater synergy would be formed to achieve progress on multiple fronts.

The meeting reviewed various issues including the summary of 2022 and priorities for 2023 of the Foreign Affairs Committee of the CPC Xicheng District Committee, as well as of the Leading Group.
