《北京市国际交往语言环境建设条例》介绍

《北京市国际交往语言环境建设条例》，是全国首部针对国际交往语言环境建设领域的地方性法规。《条例》的主要内容包括公共服务领域外语便利化、规范外语标识和促进社会参与三部分。

The Regulations of Beijing Municipality on Improving Language Environment for International Exchanges is the first local regulations on improving international language environment. It covers three areas, i.e. foreign language facilitation in public services, standardization of foreign language signage, and public engagement.

《条例》的出台是为了从多个方面促进北京国际交往语言环境建设水平的提升，助推北京形成全方位、多层次、宽领域的对外开放新格局，更好地服务首都高水平开放、高质量发展。

The Regulations aim to improve Beijing's foreign language environment for international exchanges, facilitate all-round opening up and boost the city's quality development. 

博物馆的外语便利化服务

博物馆是城市的文化地标和名片，为城市繁荣发展注入新的力量。截至2021年底北京共有注册博物馆200余家，是全世界博物馆资源最多的城市之一。

As cultural landmarks of a city, museums inject new impetus into the city's development. At the end of 2021, Beijing had more than 200 registered museums, making it one of the cities with the most museum resources in the world.

故宫博物院

北京“十四五”规划明确提出建设博物馆之城。2021年5月，国家文物局与北京市人民政府签订了共建北京博物馆之城战略合作协议，北京博物馆事业发展进入快车道。

Beijing's 14th Five-Year Plan proposes building Beijing into a city of museums. In May 2021, the National Cultural Heritage Administration and Beijing Municipal People's Government signed a strategic cooperation agreement on jointly building Beijing into a city of museums. Since then, museums’ development in Beijing has been on a fast lane .

《条例》第十一条规定，要加强外语版旅游公共信息发布和咨询平台建设。《条例》第十七条规定，重要博物馆属于应当设置使用外语标识的公共场所。

Article 11 of the Regulations stipulates that more efforts shall be made to improve public information release and website construction for tourism in foreign languages. According to Article 17 of the Regulations, key museums should set up foreign language signs.

部分重点博物馆通过网站、微信公众号等提供外语服务资讯。例如，中国国家博物馆、故宫博物院、首都博物馆均设立英文版网站，北京自然博物馆提供英文和日文展览介绍和参观信息。

Some key museums provide foreign language information through their websites, WeChat public accounts, etc. For example, the National Museum of China, the Palace Museum, and the Capital Museum all provide information in English on their official websites. Beijing Museum of Natural History provides English and Japanese versions of exhibition introductions, visitor information, and more.

北京石刻艺术博物馆内的“北京之声·博物馆”

今年，市文物局还与北京广播电视台共同打造“北京之声·博物馆”项目，通过微信小程序提供博物馆专业导览音频，其中包括根据博物馆需求定制“英文版”导览音频，直接为参观游览的外国游客提供便利化服务。

In 2022, Beijing Municipal Cultural Heritage Bureau and Beijing Radio and Television Station jointly develop the "Voice of Beijing: Museums" project to provide audio guides for museum visitors through WeChat mini programs. The project includes a tailored English version for foreign visitors.

故宫博物院外语标识

文博场所外语标识也是对外传播中华文化的直接途径，内容涉及历史、文化、宗教等多个方面。故宫博物院外语标识设置统一、美观、规范，为参观游览外国游客了解中国历史文化提供了优质服务。

Foreign language signs in museums involve Chinese history, society, religion and many other aspects. They are a showcase of Chinese culture. Those foreign language signs in the Palace Museum are unified and standardized, providing an easy access for foreign tourists to learn about Chinese history and culture.

为进一步提升全市文博场所外语标识规范化水平，市文物局今年7月下发《北京市文物局关于推动博物馆行业外语标识规范管理工作的通知》，要求各博物馆对照《公共场所中文标识英文译写规范第2部分：文化旅游》，对已设外语标识进行全面自查，并及时整改不规范外语标识。

To further improve the translation of signs, Beijing Municipal Cultural Heritage Bureau has issued a notice requiring museums to review the foreign language signs in accordance with the Guidelines for the Use of English for Public Signs: Cultural and Tourism, and rectify those improper ones.

未来，随着《条例》深入落实，北京的博物馆将为国内外游客提供更加优质贴心的服务。

In the future，with the implementation of the Regulations, the museums in Beijing will be empowered to provide more quality services for visitors from home and abroad.

Peter: Yes, I like taking trips to the museums which display artifacts from our country’s five thousand year history and those artifacts offer lots of information about our traditions and life in the past.

Bethy: I think we are like-minded people. I really want to visit the National Museum of China, do you know its hours of operation?

Peter: It’s open from 9 a.m. to 5 p.m., Tuesday through Sunday but it’s closed on Monday.

Bethy: OK. Does the museum have any guided tour?

Peter：Yes. It provides staff-led and volunteer-led guided tours on each opening day.The schedule of the guided tours is updated on a weekly basis.

是的。每个开馆日有工作人员和志愿者讲解。但具体的讲解服务时间表每周更新。

Bethy: I am wondering if it is possible for me to visit the museum all by myself?

我想知道我是否能够独自参观博物馆？

Peter: Of course, you can. You can rent the audio guide device as needed during the visit and listen to the audio guide produced by the NMC. You shall fill in the Audio Guide Device Rental Form. Foreign language guide is available for some exhibitions.

当然可以。您可以根据需要租用导览设备，边参观边听介绍。你需要填写导览设备租赁表单。部分展览有外语音频讲解。

Bethy: I heard they provide smart guide App, is it true?

我听说他们提供智能导览，是吗？

Peter: Yes. The Smart Guide is very handy, it is a guide software designed and developed for the NMC and it provides professional, inclusive and concise information. What you need to do is to install the software in your mobile phone, then you can enjoy a guided visit to the cultural relics in the NMC. 

是的。APP小程序导览非常方便，它是为国家博物馆设计和开发的软件。这个App上的讲解既专业、同时内容详尽又简单明了。你只需要是在手机上安装这个软件，就可以获得国家博物馆专业的展览讲解服务了。

Bethy: Oh, thanks. I will download the App. Do you know if I can use my flashlight to take photos in the Museum?

哦，谢谢。我一会下载一下这个App。我能不能用闪光灯在博物馆里拍照？

Peter: You may take photos in exhibitions displaying the NMC’s collections but you are not allowed to use flashlight, selfie stick or tripod.

你可以拍照，但是不要使用闪光灯、自拍杆和三脚架。

Bethy: Do I have to bring my ID with me?

我必须带身份证件吗？

Peter: Yes, you are required to present your valid ID documents to enter the museum during the opening hours and you must go through the security check. Prohibited items and pets must not be brought into the museum.

你需要在开放时间内持本人有效身份证件入馆参观，入馆请自觉接受安全检查，不要把禁限带物品及宠物带入场馆。
