On February 24, Karin Nessa Norton, Mayor of Stavanger, Daxing District's twin town, sent a letter to the Daxing District Government to express support for the fight against COVID-19 in Daxing District and in Beijing. She wished the patients a speedy recovery.

Stavanger is the fourth largest city in Norway, the host city of Nordic Edge Expo, and a winner of 2018 Euro-China Green & Smart City Awards. With the application submitted by the Municipal Foreign Affairs Office approved by the Chinese People's Association for Friendship with Foreign Countries, Daxing District formally signed a town twining agreement with Stavanger in November 2019.
