2023 Training Program for Reserve Officials of the Hanoi Municipal Communist Party of Vietnam Committee Takes Place in Beijing

Recently, the 2023 Training Program for Reserve Officials of the Hanoi Municipal Communist Party of Vietnam Committee took place in Beijing, with the participation of 20 leaders at the director-general level from Hanoi Municipal Party Committee, Hanoi Municipal Government, and all districts and counties. Liu Wei, Deputy Secretary of the CPC Beijing Municipal Committee and President of the Beijing Municipal Party Committee School, and Dinh Tien Dung, Member of the Politburo of the Communist Party of Vietnam and Secretary of the Hanoi Municipal Communist Party of Vietnam Committee, attended the closing ceremony of the training program.

The training program was jointly hosted by the Beijing Municipal Party Committee School and Office of Foreign Affairs Committee of the CPC Beijing Municipal Committee and Foreign Affairs Office of the Beijing Municipal Government. Through sister-city exchanges, it aimed to tell the stories of the CPC to the party and government officials of Vietnam, providing an authentic, multi-faceted, and comprehensive glimpse into China and Beijing. Focusing on Beijing’s implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the training program featured five sections, i.e. theory learning, officials’ growth, urban governance, scientific and technological innovation, and cultural relics protection. A total of three seminars, four intensive lectures, and ten field visits, enhanced the training results and was well received by the participants.

Listening to the Voice of Truth

The training program opened with a series of activities regarding "Chinese modernization", such as the “Red” Class and “Red” Journey to explore China’s revolutionary history. Senior experts from the Beijing Municipal Party Committee School and Research Office were invited to give an in-depth interpretation of the guiding principles of the 20th CPC National Congress and the theory and practice of Chinese modernization. In addition, participants visited the historical site of the Ching Hua Yuan Railway Station to retrace Chinese Communists’ journey to Beijing during the revolutionary past, experiencing their struggles and missions.

Exploring Sister-City Cooperation

Participants of the training program and officials from Dongsheng Sub-park of Zhongguancun Science Park conducted a discussion on such topics as management and operation of high-tech parks, business incubation, and investment and talent attraction. In the Summer Palace, they gained an insight into Beijing’s practice in the repair, protection, and revitalization of cultural relics. Moreover, participants also had the opportunity to visit the Haidian District and Shijingshan District for further exchanges between districts and counties of the two cities.

Witnessing Beijing’s Development

In the Beijing Planning Exhibition Hall, the participants gained a deeper understanding of Beijing's overall urban planning and development. They also explored the Shougang Park and 12345 Public Hotline Service Center to delve into Beijing's strategies and initiatives in the further utilization of Winter Olympics venues, the transformation of industrial sites into cultural landmarks, and the mechanism of swift response for public complaints under Party leadership. Furthermore, the participants took a test ride on BAIC’s new energy vehicles to experience the innovative development of Beijing's intelligent connected vehicles.

Discussing Officials’ Growth

A course on "Preventing Risks to Clean Governance for Leading Officials" was held to conduct an in-depth analysis of the basic characteristics of risks associated with clean governance, and propose preventive measures. Additionally, an experience exchange meeting on Chinese and Vietnamese officials’ growth was included in the schedule, where officials from both cities shared their experience in serving communities, emergency response, and tackling challenges.

All the participants commended the training program for its wealth of valuable knowledge and diverse learning formats with clear focus. Through theoretical, professional, and practical lectures and field trips, they gained a deeper understanding of the Communist Party of China and reinforced their support for Chinese modernization. After returning to Hanoi, they will apply what they have learned in Beijing to contribute to the development of Hanoi, thereby strengthening the friendship between the two parties, countries, and cities.

Further cooperation

In line with the Memorandum of Cooperation between the two capitals, signed in the presence of top leaders of China and Vietnam at the end of October 2022, the Beijing Municipal Party Committee School and the Organization Department of Hanoi Municipal Communist Party of Vietnam Committee have established an institutional cooperation relationship. From 2023 to 2025, Beijing will annually train a batch of reserve officials for Hanoi. This training program is the first session, marking an important step in practical cooperation between the Beijing Municipal Party Committee and the Hanoi Municipal Party Committee.
