The launch ceremony of the Entry/Exit Service Center for Foreigners in Huairou District was held on January 28. This is an important measure for Huairou District to implement the "two zones" policies, optimize the business environment, and simplify entry/exit procedures. The Service Center will provide entry/exit-related services for foreign residents.

The Service Center can provide services related to work permits and visas for foreigners. Foreigners can apply for the extension, renewal, and reissuance of nine types of visas, including those for visits, family visits, and study. Besides, four categories of residence permits, including those for work, study, reunions, and personal matters, can also be issued, extended, renewed, or reissued at the center.

The Service Center also issues, replaces and reissues foreign residents' stay permits, and accepts applications for all four categories of permanent residence permits, i.e. those for special contribution, investment, employment, and family reunion. Subsequent replacement and reissuance of Foreign Permanent Resident ID cards can also be completed in Huairou District.

"Through cross-department cooperation, we make it possible for foreign nationals to obtain work permits and work-type residence permits in one go." According to an officer in the Entry/Exit Service Center for Foreigners, Huairou Sub-Bureau of Beijing Public Security Bureau, it takes only seven workdays for foreigners to obtain their work permits and work-type residence permits, cutting the time needed to complete the procedure by one third and the number of in-person visits by half, and thus making innovation, business creation, work and life much easier for foreign residents.

Huairou Science City, as an important pillar supporting the national science and technology innovation system and Beijing's effort in building a center for science and technology innovation, has entered a new development stage wherein construction and operation are equally important. In addition, the Yanqi Lake Convention Resort is on its way to becoming a key venue for hosting whole-process diplomatic events and China Film and Television Base is striving to be a demonstration base for the integrated development of culture and science and technology. These two projects will surely attract more foreigners and contribute to Beijing's effort in building the "four centers". With the strong support of the Beijing Municipal Talent Work Bureau, the Beijing Municipal Public Security Bureau and the Beijing Overseas Talents Center, the Entry/Exit Service Center for Foreigners has been set up in Huairou District. It serves the development needs of Huairou, and provides one-stop quality services related to the employment in China as well as entry and exit of foreigners, helping the district attract more talents and R&D resources.

It is worth noting that in the context of ongoing COVID-19 response, foreigners must make appointments on the official website of the Beijing Municipal Public Security Bureau or the WeChat official account of the Exit-Entry Administration of Beijing Municipal Public Security Bureau before visiting the Service Center. For joint application of work permits and work-type residence permits, applicants need to make appointments through the Service System for Foreigners Working in China and submit the application with relevant materials at the appointed time.

Huairou District will continue to integrate service resources, innovate in ways of providing services, optimize service channels, and create a more convenient, consolidated, and efficient government service system to foster an enabling environment for development.
