Three-Year Action Plan for Opening-up and Reform in the Science and Technology Sector

The Action Plan is formulated for the implementation of the All-round Pilot Projects for Further Opening-up in Beijing's Service Industry approved by the State Council [Guohan (2019)] No. 16]. It is aimed at further reforms and opening-up in Beijing's science and technology (S&T) service sector, to build Beijing into China's center for S&T innovation which enjoys an open, well established and conducive environment for innovation, further reform and opening up, and quality development in science and technology. 

I.  Bringing in High Quality R&D Resources

1. Attracting High-Caliber Talent from Overseas

(1) Highly skilled foreign professionals employed by eligible S&T service providers and certified by the relevant authorities may enjoy fast track and other conveniences as Category A foreign professionals in application for social security benefits and documents, such as work permit and skilled labor visa. (2) Steps will be taken to grant national treatment to permanent residents who establish S&T start-ups in Beijing. (Time of Completion: December 2019. 2. Expanding the Coverage of Pilot Immigration Policies for Foreign Professionals

Support will be sought from the National Immigration Administration to expand the new immigration policies currently being implemented in Chaoyang and Shunyi on a pilot basis to the whole of Beijing. 3. Awarding Foreign Professionals Who Make Contributions to Beijing's S&T Development.

The Beijing Regulations on Science and Technology Awards will be revised, and awards for international cooperation created, to honor and recognize those foreign professionals who make outstanding contributions to Beijing's S&T development. 4. Supporting Multinational Corporations (MNCs) in Establishing R&D Facilities in Beijing

(1) Policies and measures will be introduced to support MNC headquarters in pursuing high quality development, especially in launching R&D centers and other high-end functions in Beijing, and to bring in international R&D centers and top-notch professionals. (2) Support will be given to world-renowned R&D centers, incubators, MNC headquarters for them to come and operate in Beijing. Beijing's advantages due to the Beijing Capital International Airport, its free trade zone and its complete transportation network will be fully leveraged to attract renowned R&D centers and S&T service providers to the city. 5. Bilding World-Class R&D Facilities

New R&D centers will be encouraged and supported to bring in leading researchers and R&D teams from overseas and follow the best international practices in R&D management and operation. The aim is to attract high-level talent, develop key and cutting-edge technologies, and produce world-class research findings in areas such as brain science, AI and nanotechnology. II. Strengthening International S&T Cooperation and Exchanges

6. Facilitating Customs Clearance for Eligible Businesses

Customs clearance will be facilitated for the establishment of biomedicine research platforms. For eligible businesses which temporarily import research testing vehicles that are not mandatory for inspection, the period of temporary importation will be extended up to 2 years in light of the real needs. 7. Incentivizing Businesses to Provide International S&T Services

The Beijing Regulations on Certifying Technologically Advanced Service Providers will be revised to expand the business scope of certified providers and extend the validity of certification. Tax benefits will be delivered to those businesses. (Time of Completion: December 2019. 8. Encouraging High-Standard Opening-up of Major S&T Facilities

The Huairou Science City, a major S&T facility, is encouraged to develop international cooperation and open to the world. The goal is to make the Science City an important platform in support of collaborative R&D of scientists worldwide. (Time of Completion: December 2019. 9. Stepping up S&T Cooperation under Belt and Road Initiative (BRI) 

(1) The Beijing Action Plan for S&T Innovation under BRI will be formulated for implementation. (Time of Completion: June 2019. Responsible Organizations: Beijing Commission of Science and Technology and Zhongguancun Management Committee)

(2) A BRI international incubator consortium will be jointly developed with other countries and regions under the framework of BRI cooperation. It will consist of science parks, collaborative R&D labs, and manpower development and training centers. The goal is to create a S&T innovation community between Beijing and BRI partners. (Time of Completion: ongoing. 10. Creating International Platforms for Academic Exchanges and Cooperation

High-end resources will be introduced to Beijing from UNESCO and its Creative Cities Network (UCCN) through the UNESCO International Center for Creativity and Sustainable Development (ICSSD) and UNESCO Creative Cities Beijing Summit. An international advisory board will be established for multidisciplinary, multisectoral, and cross-regional creative research in S&T innovation and culture. The following iconic events will be held as high-level platforms for innovation cooperation and cutting-edge academic research exchanges:

Zhongguancun Forum;

Beijing International Academic Season;

China (Beijing) International Technology Transfer Convention;

Future Forum; and,

China-Italy Science, Technology, and Innovation Week

11. Promoting International Intellectual Property (IP) Cooperation

World-renowned service providers in IP legal consultancy, data search and analytics will be invited to operate in Beijing's IP service cluster and provide services up to international standards. Businesses in Beijing will be supported in applying for PCT international patents, Madrid international trademarks, and Hague international designs. Chinese businesses will also be assisted in building R&D centers overseas, enhancing Beijing's global IP presence, participating in the development and research of international standards, and expanding foreign markets. III. Creating a More Open Environment for Innovation

12. Speeding up the Transfer and Application of Scientific Achievements and New Technologies 

(1) A Beijing Regulations on Promoting the Application of Scientific Achievements and New Technologies will be developed, hopefully with institutional breakthroughs on matters such as the due performance of duty and liability exemption, the ownership of scientific achievements and new technologies, the applicability of the Regulations to Beijing-based central entities [such as central government departments, national S&T institutions, central state-owned enterprises -- Translator's Note], and interdepartmental coordination mechanisms. (2) The coordination and service networks for application of scientific achievements and new technologies will be enhanced. A stronger connectivity will be built between Beijing's competent authorities and Beijing-based universities and research institutions. Services will be provided to facilitate localized application of scientific achievements and new technologies in the city. (Time of Completion: ongoing. 13. Facilitating the Development of Application Scenarios

Scenario development will be expedited to attract innovation resources from home and abroad, such as high-level professionals and facilities, in the following priority areas: 

Developing cutting-edge industries;

Modernizing and refining the urban management of Beijing;

Improving people's lives;

Preparing for the Beijing 2022 Paralympic Winter Games; and

Developing Beijing's sub-center. 

The application of new technologies, new products, and new business models are prioritized for areas such as AI, 5G, big data, cloud computing, blockchain, life science, cutting-edge materials, new energy, and robotics. 

14. Promoting the Guiding Role of S&T Innovation Funds

Beijing will leverage the Fund of Funds for S&T Innovation, better cooperate with world-renowned institutional investors, and guide Chinese and foreign investments to basic research and strategic R&D, so as to promote in-depth integration of innovation, industry, and capital. 

The focus will be on using the funds to motivate Chinese and overseas high-end teams and original innovation projects to localize and grow in Beijing. (Time of Completion: ongoing. 15. Building Service and Information Networks for Foreign Professionals

(1) One-stop service centers will be established for foreign professionals in the Zhongguancun Science City, Huairou Science City, Future Science Park, and the Beijing Economic and Technological Development Area, so that their application for work permits, residence permits, and permanent residence cards can all be processed in the same place and at the same time. (2) Consultancy and other services will be provided to Chinese and foreign professionals who choose to work, pursue entrepreneurship and live in Beijing. Beijing will create a nationwide online S&T innovation service platform where policies and relevant information will be made available in multiple languages on apps and mobile social media such as WeChat and Weibo.
