Founded in 1952 and headquartered in Bilbao, Spain, WLO is a non-governmental international organization recognized as a consultative organization with the Economic and Social Council of the United Nations. Aiming to promote leisure activities, it attracts members from a wide range of industries worldwide, including travel and tourism, parks and recreation services, culture and arts, sports and health, and education. The World Leisure Congress initiated by WLO is the most influential academic gathering in the global leisure industry. At the Beijing-Pinggu World Leisure Congress in 2021, Pinggu received the Golden Award of the International Leisure Life-style Cases Award. The hosting of the Congress contributed to the internationalization of the cultural and tourism industries of Beijing.

Going forward, Pinggu District will maintain close contact with WLO and speed up the establishment of its representative office. Setting sight on the development priorities of Beijing and the district, Pinggu will work to attract international high-end resources in leisure industry, talent and events on the multilateral platform of WLO, with a view to fostering new growth drivers for Beijing's leisure, culture, and tourism industries and contributing to the high-quality development of the capital.
