Editor's Note: The Regulations of Beijing Municipality on Improving the Language Environment for International Exchanges took effect on January 1, 2022, providing a legal basis for advancing this task across the city. All competent authorities and districts acted in strict accordance with the Regulations, and gained fruitful results through solid work step by step.

To celebrate the opening of the 20th CPC National Congress, the official WeChat account of Beijing Foreign Affairs Office (WeChat ID: bjszfwb) posted a special collection on "Implementation of the Regulations of Beijing Municipality on Improving the Language Environment for International Exchanges", showcasing the progress and achievements of the work in improving Beijing's role as a center for international exchanges.


With well-thought arrangements, Dongcheng District issued five measures to further implement the Regulations of Beijing Municipality on Improving the Language Environment for International Exchanges (hereinafter referred to as the "Regulations"), offering strong support to build the core area of the center for international exchanges.

I. Strengthen the institution and pursue well-coordinated progress

With its leading group for improving Beijing's role as an international exchange center as the leader and coordinator, the district government has incorporated improving the language environment into the Plan of Dongcheng District on Improving Beijing's Role as the Center for International Exchanges During the 14th Five-Year Plan and 2022 Priority Checklist of Dongcheng District on Improving Beijing's Role as the Center for International Exchanges and Diplomatic Endeavors. It has also drawn up the 2022 Work Plan of Dongcheng District on Improving Language Environment for International Exchanges, specifying the division of responsibilities, timetable and roadmap for key tasks.

II. Strengthen dynamic monitoring to regulate foreign-language signs

With enhanced source management, the district government has conducted preliminary reviews on the foreign-language signs in key projects, such as the "two zones" and the application of the Beijing Central Axis as a World Heritage Site. In terms of dynamic monitoring, more than 8,000 foreign-language signs in 43 major public places have been checked, mostly in culture and tourism, business and finance, and medical and healthcare sectors. To ensure effective rectification, the district government has carried out three rounds of joint law enforcement with Dongcheng City Management Comprehensive Administration Law Enforcement Bureau to correct the 27 erroneous signs reported in the city-wide monitoring and evaluation. Another 500-plus found in dynamic monitoring have been categorized and documented to ensure early rectification.

III. Strengthen service accessibility for a better government service center

In addition to the 224 Chinese-English signs, windows for non-Chinese speakers and special sessions for "Two Permits Application" are also available in the district's government affairs service center. With multilingual consulting and volunteer services provided by five staff as well as Chinese-English guidebooks, foreigners can make a one-time application for the work permit and work residence permit. So far, a total of 1,562 foreigner-related applications have been handled.

IV. Strengthen capacities for delivering quality foreign-related services

District government agencies can access the foreign-language talent pool, special courses on sign translation and practices on checking translation. With 260 erroneous signs reported by the trainees this year, the talent pool has made concrete achievements. To level up foreign services, seven foreign language training courses were offered to the front-line hotel employees serving the 2022 Beijing Winter Olympics and Paralympics. Steady progress has been made in enhancing the foreign-related services in the retail industry in the Wangfujing area by providing relevant training.

V. Strengthen awareness of the law and lead by example

Activities have been carried out both online and offline to promote the Regulations. Member institutions were asked to take online courses on interpreting the Regulations on the Beijing Cadre Education website to scale up their law-based administration capacities. Also, pamphlets have been designed and printed, and 5,000 brochures have been distributed to all government service centers and subdistrict offices, so as to create an enabling environment for studying, observing and applying the law.
