On June 23, the 12th Beijing Municipal Committee of the Communist Party of China convened its 19th plenary session. Cai Qi, Secretary of the Beijing Municipal Committee of the Communist Party of China, addressed the session presided over by the Standing Committee of the Beijing Municipal Party Committee.

At the session, it was decided that the 13th Beijing Municipal Congress of the Communist Party of China will last from June 27 to 30.

At the session, the Beijing Municipal Committee discussed and adopted the 12th CPC Beijing Municipal Committee's report to the 13th Beijing Municipal CPC Congress and the 12th CPC Beijing Municipal Disciplinary Oversight Committee's work report to the 13th Beijing Municipal CPC Congress. The two documents were to be submitted to the 13th CPC Beijing Municipal Congress for deliberation. Beijing's candidates for the 20th CPC National Congress were determined, and the Resolution of the 19th Plenary Session of the 12th Beijing Municipal Committee of the Communist Party of China was reviewed and adopted.

On behalf of the Standing Committee of the Beijing Municipal Party Committee, Cai Qi elaborated on the drafting of the report of the 12th CPC Beijing Municipal Committee. Sun Meijun, member of the Standing Committee of the CPC Beijing Municipal Committee and Head of the Organizational Department of the CPC Beijing Municipal Committee, elaborated on the situation of Beijing's candidates for the 20th CPC National Congress.

The report of the 12th CPC Beijing Municipal Committee and the work report of the 12th CPC Beijing Municipal Disciplinary Oversight Committee were thoroughly discussed at the session. It was agreed that the report of the Beijing Municipal Party Committee implements the guidelines of the 19th CPC National Congress, the plenary sessions of its 19th Central Committee and instructions of General Secretary Xi Jinping on Beijing, carefully reviews the work of the past five years and the experience gained in practice, scientifically analyzes the new situation facing Beijing on the new journey, systematically expounds on the requirements of the development of Beijing as the capital of the nation in the new era, and clearly puts forward the key tasks for the next five years. With its strong political awareness, people-oriented stance and high standard of work, the report is inspiring and motivating. The work report of the Beijing Municipal Disciplinary Oversight Committee makes an objective and comprehensive review of past achievements and a detailed plan for future work, demonstrating a firm attitude and a sense of mission for exercising full and strict self-discipline over Party organizations and members.

It was pointed out at the plenary session that since the 18th CPC National Congress, General Secretary Xi Jinping has inspected Beijing ten times and made important remarks concerning Beijing on 18 occasions, in which he addressed the critical issue of "what the national capital should be like and how to build it". His instructions embody the fundamental principles guiding our work in Beijing in the new era. Over the past five years, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the 12th Beijing Municipal Party Committee has led the people of the city in fully implementing the guidelines of the 19th CPC National Congress, the plenary sessions of its 19th Central Committee and instructions of General Secretary Xi Jinping on Beijing; strengthened Beijing's position as the four centers, improved its ability to deliver four services, accomplished the three key tasks, and fought to win the "three tough battles"; taken coordinated moves to promote reform, development and stability and improve people's lives; exercised full and strict self-discipline over Party organizations in the city; fulfilled the goals and tasks set in the 12th Beijing Municipal CPC Congress; delivered quality services to a series of major events, including celebrations of the 70th anniversary of the People's Republic of China, celebrations of the centenary of the Communist Party of China; presented the world with an unparalleled Olympic and Paralympic Winter Games in close cooperation with Zhangjiakou; and has prevailed over multiple waves of COVID-19 outbreaks. As a result, new historical changes have taken place in Beijing. All the achievements, first and foremost, are attributable to the guidance of General Secretary Xi Jinping, and also depend on the joint efforts of the people of the city and the selfless dedication of members in the Party organizations at all levels across the city.

At the plenary session, it was emphasized that the 13th Beijing Municipal CPC Congress is a major event in the political life of the people of Beijing and is of great importance to fully implementing the instructions of General Secretary Xi Jinping on Beijing as well as to further promoting the development of Beijing as the capital of the nation in the new era. We should follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the instructions of General Secretary Xi Jinping on Beijing, take the lead in purposefully following the CPC decision to establish Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and to establish Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guiding principle, boosting our consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership, becoming more confident in the path, the theory, the system, and the culture of socialism with Chinese characteristics, and becoming more conscientious in upholding Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and upholding the Central Committee's authority and its centralized, unified leadership. We should make sure all the preparatory work is done with a high sense of political responsibility to ensure that the 13th Beijing Municipal CPC Congress will develop unity and promote progress. We should give full play to democracy and extensively pool wisdom, so that the report of the Beijing Municipal Congress better reflects the guidelines of the Party Central Committee, conforms to the reality of Beijing, lives up to the expectations of the people, and leads and promotes the development of Beijing as the capital of the nation in the new era. We should strictly follow the Party Constitution, Party regulations, and the requirements of the Party Central Committee, observe relevant election disciplines, and complete various elections to ensure a political atmosphere of good conduct in the Party. We should highlight, welcome, promote, and implement the main focus of the 20th CPC National Congress, organize the major publicity campaign themed around "forging ahead on a new journey and making greater contributions in the new era", ensure good publicity, and galvanize the people of the city to forge ahead on the new journey. The Party Central Committee requires us to "prevent the epidemic, stabilize the economy, and ensure safe development". We should focus on the current key tasks, efficiently coordinate epidemic prevention and control with economic and social development, and set the stage for the 20th CPC National Congress with concrete action.
