On the afternoon of November 19, the Beijing 2022 Organizing Committee andthe City Operation Commandheld the 17th scheduling meeting tocoordinate the preparations, epidemic prevention and control, and test eventsof the Winter Olympics. Cai Qi, Secretary of the CPC Beijing Municipal Committee and President of Beijing 2022, presided over the meeting. Chen Jining, Deputy Secretary of the CPC Beijing Municipal Committee, Mayor of Beijing, and Executive President of Beijing 2022, Li Wei, Chairman of the Standing Committee of Beijing Municipal People's Congress, Wei Xiaodong, Secretary of the CPC Leadership Group of the CPPCCBeijing Municipal Committee, and Zhang Yankun, Deputy Secretary of the CPC Beijing Municipal Committee, attended the meeting.

It was pointed out that the Luge World Cup was being held, followed by many other events such as the FIS Snowboard World Cup, the FIS Ski Cross World Cup, and the FIS Ski Jumping Continental Cup.We must remain committed, complete each task meticulously, and deliver solidwork on epidemiccontainment andevents preparations to ensure safe running of theBeijing Olympic Winter Games as scheduled.

TheEmergency ResponseProcedures for the Beijing 2022 Olympic and ParalympicWinter Gameswas studied at the meeting.It was stressed that the emergency response is of paramount importance, as winter sports events arehighly risky andrequire sophisticatedemergency relief services.As first-tierresponders, the venue team must assume front-line responsibilities, buildan emergency rescue team with professionalsand technical staff, refine emergency plans, and carry out targeted training to improve emergency response capacity.All relevant departments and host cities should further build up the emergency response teamand equipment, standardize emergency procedures, and carry out more emergency drills,to ensure timely and efficient handling of emergencies.

It was emphasized that wemust work hard to ensurethe Covid-19control and organization of the international test events.The guidelines in the Winter Olympics Playbook must be strictly followed bystrengtheningremote control, carrying out nucleic acid tests of entry-exit personnel, goods and relevant surfaces, and implementingprevention and control measuressuch as vaccination, closed-loop management, health monitoring, and nucleic acid testing.Preparations forvenue facilities, event organization, venue operation, and Covid-19control for test events should be managed well in advance. Security checks against hidden risks, training and drills such as first aid and helicopter rescue, and emergency medical treatment should be strengthened to ensure the safety of both the sports events and the people.

It was underlinedthat servicesfor the Olympiceventsmust be donein ameticulous way.We should learn from the experience in test events,so as to identify gaps, make timely adjustments, and refine the service plan duringthe Games. For the closed-loop management, featured services should also be provided so that participants mayfeel comfortable and enjoy the convenientand high-qualityservices duringthe Games. The guiding signs and visual elements should be in uniformin all venues, andeven more so duringthe Games. The Covid-19 protocolof the Main Media Center should be implementedto provide high-quality, efficient, and well-consideredservices to the media workers.The full-scale rehearsal of "one day in Games-time" should bewell organizedto fullytest the command,coordinationand emergency response capacity.
