On December 14, 2020, Cai Qi, Secretary of the CPC Beijing Municipal Committee and President of the Beijing Organising Committee for the 2022 Olympic and Paralympic Winter Games (Beijing 2022), inspected the preparation work for the Olympic and Paralympic Winter Games Beijing 2022 (Beijing 2022 Games) in Yanqing. He stressed the need to implement the guidance of Xi Jinping, General Secretary of the CPC Central Committee, on preparation for the Games, raise our political stance, and have a stronger sense of responsibility and urgency. Cai Qi required that to deliver a fantastic, extraordinary and excellent Olympic Games, we must adhere to the "green, inclusive, open and clean" approach, improve coordination and ensure quality, and spare no effort in the preparation work. Chen Jining, Deputy Secretary of the CPC Beijing Municipal Committee, Mayor of Beijing and Executive President of the Beijing 2022, also participated in the inspection.

Cai Qi and Chen Jining went to Yanqing District by the Yanqing branch line of the Beijing-Zhangjiakou High-speed Railway, and were briefed on the operation of the line on the way. Cai Qi pointed out that as the Winter Olympics attracted increasing attention and more and more people were taking the high-speed train to do winter sports, we need to improve the environment along the line and add storage facilities for ski gear on trains to provide passengers with better services. The construction of venues and infrastructure in Yanqing is now in the final stage. The racing course of the National Alpine Skiing Centre and the National Sliding Centre have both passed the examination by International Ski Federation (FIS) and pre-homologation by International Luge Federation (FIL) in November 2020. It was winter, and the Xiaohaituo Mountain was covered in snow. Cai Qi inspected the progress of work at the middle platform of alpine skiing, the competitive race finish area and the National Sliding Centre, and expressed thanks to the staff working in the cold. He urged for further efforts to complete construction and preparatory work according to high-quality standards. The Yanqing Olympic Village with an area of 118,000 square meters can provide 1,686 beds for athletes and officials participating in the Games. Cai Qi also checked the sample rooms for athletes, saying that international standards should be met in services. 

At a meeting with the staff, Cai Qi demanded unremitting efforts in the final stage to ensure that the construction of venues and infrastructure should be completed on time and should meet the quality standards. Priorities should be given to the final-stage construction of the National Alpine Skiing Centre and the National Sliding Centre and their supporting facilities and the subsequent test of equipment to make sure that they meet the standards of Olympic Games. Efforts are also required to accelerate the construction of peripheral supporting projects and hotels, upgrade infrastructure such as transport and supply of power, water, gas and heat, and enhance the building of a barrier-free environment and ensure the provision of urban services. 

Cai Qi highlighted the importance of improving competition services. Teams responsible for venues must refine their operation plans and design and have drills in simulated competition scenarios to improve the operation and management of venues. Services should be carefully planned to provide high-quality accommodation, catering, transport, health care, security, registration, arrival and departure services. Greater efforts are required to do medical emergency  aid drill and recruit and train volunteers. We need to safeguard the areas near venues, overall upgrading and the supply of urban facilities to create a pleasant environment. 

Demanding no relaxation in pandemic prevention and control, Cai Qi called for efforts to improve pandemic prevention and control plans and the seamless and closed-loopmanagement throughout the process, and implement prevention and control measures in venues and nearby areas. We need to strengthen the measures for maintaining social security, improve the accuracy of weather forecast, and put in more efforts to detect and eradicate fire hazards.

Cai Qi required that Yanqing should grasp the opportunity of receiving the title of National Civilized City at the County Level to improve its services for the Games and the opportunity of preparing for the Games to improve the overall performance of the District. It should make plans for post-Games use of the venues, and assist with the construction of Beijing International Olympic Academy. Yanqing should make good use of the Yanqing branch line of the Beijing-Zhangjiakou High-speed Railway to promote winter sports so that the people of Yanqing will benefit from the legacy of the Games. The Organising Committee of the Games should improve coordination to solve key problems and strengthen promotion. Yanqing must fulfill its responsibility, and all relevant departments of the municipality must take proactive measures to form synergy in staging the Games.

Chen Jining said that thanks to the efforts of the Organising Committee of the Games, local authorities and relevant departments, concrete progress has been made in work of various fields. He also commended the progress in the construction of venues and infrastructure. He called for further efforts and better coordination to ensure safety, quality and progress of the preparation work. We need to coordinate the preparation for the Winter Olympics and pandemic prevention and control, improve the scheme for pandemic prevention and control and emergency response, require strict pandemic prevention measures for the whole process of food products transport via cold chain, and implement measures such as venue disinfecting, body temperature monitoring and nucleic acid testing. We must consider the worst scenario, strengthen monitoring and warning, and use technologies to guard against forest fire and other risks in venues and the surrounding areas. He required a problem-oriented approach and high standards in operation of venues and competition services. We should review the procedures to see if there is any deficiency and improve our work scheme to improve the quality and efficiency of operation. We must make plans to coordinate the construction of venues, the organisation of the Games and the provision of urban services, design the transportation system and upgrade the nearby environment, and improve work schemes for accommodation, food, healthcare, broadcasting, volunteers and so on. All these will help Beijing successfully host the Beijing 2022 Games.
