The 2020 ZGC Forum kicked off in Beijing on September 17. Cai Qi, Secretary of the CPC Beijing Municipal Committee, delivered a speech at the opening ceremony, and Wang Zhigang, Minister of Science and Technology, gave a speech via video. Also present at the opening ceremony were Bai Chunli, President of Chinese Academy of Sciences; Huai Jinpeng, Secretary of the Leading Party Members' Group, Executive Vice President and Chief Executive Secretary of China Association for Science and Technology (CAST); Chen Jining, Deputy Secretary of the CPC Beijing Municipal Committee and Mayor of Beijing; Li Wei, Chairman of the Standing Committee of Beijing Municipal People's Congress; and Ji Lin, Chairman of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference.

Cai Qi welcomed all the online and offline guests for the event. Noting the accelerated progress of a new round of technological revolution and industrial transformation, he said that the COVID-19 epidemic had given a strong boost to digital economy and given rise to a lot of new industries as well as new business forms and models. Beijing is rich in sci-tech and educational resources and has a vibrant scene of innovations and startups, and ZGC Forum has become a comprehensive, open and high-end platform focused on technological innovation with a global reach. At the recent China International Fair for Trade in Services (CIFTIS), the central government expressly supported Beijing in building a comprehensive demonstration zone for further opening up the service sector and a pilot free trade zone highlighting technological innovation, service sector opening-up and digital economy, which provided rare opportunities for Beijing's high-quality development. We should continue our endeavor in line with the messages in President Xi Jinping's important speech about Beijing, press ahead with innovation-driven development, and go all out to build a center of technological innovation with global influence.

Cai Qi called for efforts to pool resources and better allocate them for science and technology development and cultivate more innovative talent based on the Zhongguancun Science Park and with the “three science parks and one development zone” as major carriers. The purpose is to achieve more world-leading original innovations and turn Beijing into a major force and powerful engine in the global innovation network. He asked for promoting the commercialization of research findings for high-quality economic and social development, pointing out that measures should be taken to deepen cooperation among enterprises, higher education institutions and research institutes, and better align innovation chains with industrial chains. We will enhance the development of 5G, digital economy, AI, biomedicine and other emerging industries, advance the closer integration of technology with health care, urban management and environmental protection, and push ahead with the R&D, trials and launch of drugs and vaccines against COVID-19. Cai stressed the need to continuously improving services for innovation efforts to foster a world-class innovation ecosystem. The reform of the system for science and technology development deepen with Zhongguancun as a “testing field”. More reform measures and innovations will be launched regarding fintech and technological services, application scenarios will be developed in key areas, and a law-based business environment following market rules and international standards will be created. More efforts will be made for international technology cooperation that is open, inclusive and mutually beneficial, and high-level and in-depth international innovation cooperation and sharing will be carried out on all fronts for shared benefits on a higher level.

After the opening ceremony, leaders of relevant central authorities and Beijing municipality visited the 23rd China Beijing International High-Tech Expo (CHITEC) held at the China International Exhibition Center. Themed on “Innovation through Cooperation and Meeting Challenges Together”, this year's CHITEC, as the exhibition part of ZGC Forum, showcased latest technological innovations, many of which left visitor in awe as they had the opportunity to see them work closely on site. At themed sessions such as high-tech winter Olympics, fighting COVID-19 with technology and achievements in integrated development of culture and technology in Beijing, as well as at the booths of Haidian, Chaoyang, Huairou and Beijing Economic and Technological Development Zone, Cai Qi exchanged views with the heads of exhibitors on prospects of development, asked about the R&D of new technologies and new application scenarios in detail, and inquired about the cutting-edge innovations in fields such as smart manufacturing, biotech and intelligent new-energy vehicles.

President of World Federation of Engineering Organizations (WFEO) Gong Ke gave a speech at the opening ceremony. Chairman of World Green Design Organization (WGDO) Shi Dinghuan and Executive Vice President of International Union of Pure and Applied Physics (IUPAP) Wang Enge  attended the ceremony. Leaders of relevant central authorities and Beijing municipality, including Gao Yan, Li Meng, Xiang Libin, Wang Chen, Cui Shuqiang, Yin Yong, Zhang Jiaming, Sui Zhenjiang, Yang Jinbai, and Secretary General of the People's Government of Beijing Municipality Jin Wei participated in relevant activities.
