New Clusters for International Industrial Cooperation to be Fostered in China-Germany and China-Japan Industrial Parks

At the Financial Street Forum recently concluded,  Peng Xuehai, Chief Economist of Beijing Municipal Bureau of Economic and Information Technology pointed out that stronger innovation cooperation and trade exchanges are required for Beijing to develop advanced industries. The China-Germany Industrial Park in Shunyi and the China-Japan Industrial Park in Daxing, both of which are key to the city’s endeavor to promote industrial opening-up and cooperation in the past two years, are shaping up to foster new clusters for international industrial cooperation.

In August this year, the city issued its Development Program of Advanced Industries during the 14th Five-Year Plan Period. The Program centers on establishing a “2441” industrial system, namely, expanding the two internationally leading pillar industries of the next-generation information technology and medical health, strengthening the four “Beijing Smart Manufacturing” featured industries of integrated circuits, intelligent connected vehicles, intelligent manufacturing and equipment, and green energy, energy conservation and environmental protection, improving the four “Beijing Services” industries of blockchain and advanced computing, scientific and technological services, smart cities, and information content consumption, and developing a host of future industries, such as biotechnology and life sciences, low- and zero-carbon emissions technologies.

“Developing advanced industries in Beijing necessitates enhanced innovation cooperation and trade exchanges,” said Mr. Peng. “Thus the city will tap into multiple enabling policies, improve the policy system of opening to the outside world and deepen open cooperation to inject fresh momentum to the industry.”

Specifically, Beijing will be committed to high-level construction of the FTZ High-End Industries Sector, the Digital Trade Demonstration Zone, and the international cooperation industrial parks such as the China-Japan and China-Germany Industrial Parks. The city will also establish a number of quality platforms for two-way innovation and international industrial services, encourage the city's high-tech products, technologies and services to actively participate in global market cooperation, and improve product quality through cooperation. Beijing is expected to actively expand the breadth and depth of international cooperation in key areas, accelerate the wider opening of the high-end manufacturing and information technology sectors, and encourage secured, compliant, and open cross-border data application.

“The China-Germany Industrial Park in Shunyi and the China-Japan Industrial Park in Daxing are key to the city’s endeavor to promote industrial opening-up and cooperation in the past two years.” Mr. Peng pointed out that the two parks will undertake "three major" missions: First, to become new highlands for open and innovative policies and create an environment for pilot policies; Second, to build new platforms for innovative services, develop and integrate an innovative ecology, support the construction of an innovation and entrepreneurship service platform for international talents, and promote a two-way innovation consortium for sci-tech services and achievements transformation; Third, to foster new clusters for international industrial cooperation. The China-Japan Industrial Park will center on medical health, advanced intellectual manufacturing and digital economy while the China-Germany Industrial Park, new energy vehicles, intelligent equipment, industrial Internet and producer services.

At present, the China-Germany Park and China-Japan Park have been approved by the National Development and Reform Commission to respectively set up the Sino-German Economic and Technological Cooperation Pilot Zone and Sino-Japanese Innovation Cooperation Demonstration Zone. A series of support measures have been rolled out regarding intellectual property protection, international talent services, financing services, application scenario expansion, customs clearance facilitation, etc., which have received positive responses.

The reporter was informed that going forward, the city would like to see the two parks open wider to the outside world and keep improving open cooperation policies for the Parks and relevant industries, increasing the cooperation of international industrial innovation, optimizing the business environment to enhance the sense of gain of enterprises in the Parks, introducing rich elements to create a genuine international environment, and carrying out a wide array of exchanges and promotional events.

“We really hope to strengthen cooperation with bilateral funds through the Financial Street Forum, and sincerely welcome more fund investment projects to come to Beijing.” Peng Xuehai said that the Municipal Bureau of Economic and Information Technology will serve to help enterprises to prosper in Beijing to better participate in the domestic circulation. It will also assist bilateral funds in making well-targeted investments to share opportunities brought by Beijing's industrial development and promote engagement and cooperation between those bilateral funds and the sub-funds under the Beijing Advanced Industry Development Fund.
