[Daxing District] China-Japan industrial park to be built in Daxing

NDRC and Beijing Municipal Government jointly proposed the building of a China-Japan industrial park in Daxing District. The industrial park is expected to be included in the second group of China-Japan demonstration areas for sub-national development cooperation approved by NDRC and in the list of Beijing's key projects for the 14th Five-Year Plan period.

Gao Niandong, Standing Committee member of CPC Daxing District Committee and the district's executive deputy head, said that the industrial park would be located along the city's southern central axis, on both sides of the Beijing-Taipei Expressway and between the 5th Ring Road and the 6th Ring Road. This decision was based on careful studies by experts and consulting agencies. Thanks to its convenient location and a planning area of nearly 10 square kilometers, this park will have great potential for further expansion and enjoy spatial, industrial and innovative advantages, so as to promote regional coordinated development.

On the basis of research efforts in partnership with Nomura Research Institute and Mitsubishi Jisho Sekkei Inc., it has been decided that the industrial park will be a demonstration area of international collaborative innovation in science and technology, and industrial cooperation. The park will feature three core segments–innovative industry, services for daily life and information release–with the emphasis placed on “life and health”, “cutting-edge smart production” and “future transportation”, and expand into such areas as biochemical engineering, material science, modern processing techniques, artificial intelligence and energy use,. This industrial pattern will also be underpinned by the modern service sector. In this way, China and Japan can complement each other with their respective industrial and innovative advantages. When China's vast market, complete industrial structure and enabling business environment are coupled with Japan's advantages in high-end industries and manufacturing, the two sides will be able to build an industrial park for collaborative innovation with distinctive features.

The industrial park will bring together high-caliber professionals and businesses from both countries. Located outside the 5th Ring Road, it will be home to high-end businesses, and become a pacesetter in integrating urban and industrial development and pursuing jobs-housing balance. Meanwhile, as Beijing and Tokyo are sister cities, a Japan-China industrial park will be built in Tokyo to leverage the strength of the special bond. The two parks in the two cities will promote bilateral cooperation in technologies, funds and projects, create a mutually open and transparent business environment and facilitate both domestic and international circulations. 

As an integral part of the China-Japan industrial park in Beijing, Daxing International Hydrogen Energy Demonstration Zone will get its hydrogen refueling demonstration station and experience hall completed by the end of this year, and overall renovation completed by next June. Leveraging the strength of Japan's world-leading hydrogen industry and the rich spatial resources of Daxing district, the park will become an innovation-driven area with global influence. Efforts will be made to include this demonstration zone into Beijing's key projects concerning new infrastructure development, new application scenarios, new consumption patterns, new opening-up models and new services.

Phase I of this demonstration zone will include a hydrogen refueling station that is expected to provide 3.6 tons of hydrogen fuel every day, the highest around the world. In addition, some existing factory buildings will be converted into an experience and exhibition center, showcasing hydrogen-fueled society as well as hydrogen-related research findings, products and history. This center will also include temporary exhibition areas, multifunctional rooms and other facilities. A science and technology park integrating R&D, testing, production and residence will be built. A hydrogen industrial innovation center will be established in cooperation with Industrial Research and Development Institute of Tsinghua University and China Hydrogen Engineering Center (key laboratory), among other institutions.

In the demonstration zone, commercial application of fuel cell vehicles as airport buses and for urban logistics will be explored in application scenarios in Beijing Daxing International Airport, and JD Logistics Base. The hydrogen fuel cell vehicle would be used in public service sectors, such as public transportation and sanitation, as Beijing is making efforts to become a national exemplar in fuel cell vehicle promotion.
