Yin Li Chairs and Liu Wei Attends the Plenary Meeting of the Foreign Affairs Committee of the CPC Beijing Municipal Committee

On the afternoon of January 29, the Foreign Affairs Committee of the CPC Beijing Municipal Committee convened a plenary meeting to convey the guiding principles of the Central Foreign Affairs Work Conference and the Regulations on CPC Leadership Over Foreign Affairs, as well as to deliberate on the work report for 2023, key tasks for 2024, and the Ten Measures to Promote Investment through Work in Foreign Affairs, Hong Kong and Macao (hereinafter referred to as Ten Measures). Yin Li, Secretary of the CPC Beijing Municipal Committee and Head of the Foreign Affairs Committee, presided over the meeting. Liu Wei, Deputy Secretary of the CPC Beijing Municipal Committee and Deputy Head of the Foreign Affairs Committee, attended the meeting.

Purpose

This year marks the 75th anniversary of the founding of the People's Republic of China, and it is also a crucial year for achieving the targets set in the 14th Five-Year Plan. It is therefore of great significance that Beijing do a good job in foreign affairs. We must seize the decisive significance of the "Two Establishments", ensure the "Two Upholds", and take more initiative to serve the overall interests of the CPC and the country's overall diplomacy. By studying and implementing the guiding principles of the Central Foreign Affairs Work Conference, we should keep both our thinking and actions in line with the decisions and plans of the Party Central Committee. The capacity and performance of foreign affairs work should be improved based on the functions and positioning of the capital city, so as to contribute to the major-country diplomacy with Chinese characteristics in the new era.

First Priority

Further progress should be made in improving Beijing's role as the center for international exchanges. As for the major events of the Party and the country, we will continue to enhance the comprehensive service system for head-of-state diplomacy and the capacity to deliver such services on a regular basis. Solid steps should be taken to build more facilities for international exchanges in key areas, thus building an international environment and providing more convenient services. We should strengthen our international communication capacity, as this will enable us to better tell the genuine story of Chinese modernization and the capital.

Second Priority

We should advance high-quality development with high-standard opening-up. Events such as the "Beijing Night" of the China Development Forum were held to launch more signature and leading foreign-funded projects. We will make the "four platforms" more international and influential, strengthen economic and trade cooperation through more conventions and exhibitions. We will serve and be an active part of the high-quality Belt and Road cooperation to attract more international high-end resources. It is vital to strengthen the Party's overall leadership in foreign affairs work. To achieve these goals, it requires the Foreign Affairs Committee of the CPC Beijing Municipal Committee to make overall planning, the Office of Foreign Affairs Committee of the CPC Beijing Municipal Committee to strengthen organization and coordination, and all member institutions, districts, and departments to implement the tasks.

Third Priority

The Ten Measures introduced detailed initiatives to attract investment based on the work of foreign affairs, Hong Kong, and Macao. We must follow through on its implementation to produce real results. All-out efforts should be made to build investment platforms at home and abroad to reserve cooperation projects. Management services should be upgraded to make the flagship international conferences more attractive for investment. We should also provide customized guidance for key industrial parks to expand channels of cooperation with foreign countries, and detail-oriented services for businesses. A world-class business environment should be created to make it easier and more attractive to invest in Beijing. Optimized accountability and supervision mechanisms are also needed to see that projects deliver tangible development results.

The meeting also deliberated on the revised regulations for the Foreign Affairs Committee of the CPC Beijing Municipal Committee and the revised detailed regulations for the Office of Foreign Affairs Committee of the CPC Beijing Municipal Committee, and heard the arrangements for the city's major foreign affairs activities in 2024.

Leaders of the municipal government, including You Jun, Mo Gaoyi, Xia Linmao, Sun Junmin, and Zhao Lei, attended the meeting.
