On April 14, Shijingshan District held the fifth plenary meeting of the Foreign Affairs Committee of the CPC Shijingshan District Committee in 2023 and the plenary meeting of the Leading Group for Improving Shijingshan District’s Role in Building the Center for International Exchanges. The meeting delivered the guiding principles from the plenary meeting of the Foreign Affairs Committee of the CPC Beijing Municipal Committee and the plenary meeting of the Leading Group for Improving Beijing’s Role as the Center for International Exchanges, and also reviewed the 2022 work report and 2023 work plan of the Foreign Affairs Committee of the CPC Shijingshan District Committee, and the checklist of major projects and key tasks for improving the district’s role in building the center for international exchanges in 2023. The meeting was chaired by Chang Wei, Secretary of the CPC Shijingshan District Committee, Director General of the Foreign Affairs Committee of the CPC Shijingshan District Committee, and Head of the Leading Group for Improving Shijingshan District’s Role in Building the Center for International Exchanges, and attended by Li Xin, Deputy Secretary of the CPC Shijingshan District Committee and District Mayor.

The meeting underscored the importance of strengthening the overall leadership of the Party in foreign affairs, with the Foreign Affairs Committee of the CPC Shijingshan District Committee taking the lead, the Foreign Affairs Office of the CPC Shijingshan District Committee strengthening coordination, and Party committees (leading Party members groups) at all levels fully assuming their primary responsibilities. It was also needed to enhance political awareness, play a more active role as a strong force in regional foreign affairs, and make new contributions to the diplomatic endeavors of the central government and the capital.

The meeting called for active integration into the new development pattern for high-quality socio-economic development. To this end, efforts should be made in the following aspects:

• Pooling international high-end resources to promote the development of the China-Singapore Service Industry Cooperation Zone and the cooperation with Hong Kong and Macao SAR;

• Establishing platforms to showcase and promote the achievements of international exchanges, such as the Dream Incubator of Overseas Chinese in Beijing, and Shijingshan Roundtable on International Exchanges;

• Facilitating the hosting of the China International Fair for Trade in Services (CIFTIS) and the China Science Fiction Convention (CSFC) with new venues for foreign exchanges and sustainable utilization of the industrial heritage of Shougang Park and the legacy of the Winter Olympic Games;

• Building closer sister-city ties and expanding the international “circle of friends”;

• Providing “one-stop” services for foreigners in a designated section at the new government service hall and the West Beijing International Commercial and Integrated Talent Service Hub;

• Accelerating the development of international schools and international healthcare facilities.

The meeting also emphasized the need to improve Beijing’s role as the center for international exchanges on all fronts, make the district more internationalized, and implement the checklist of major projects and key tasks to improve Beijing’s role as the center for international exchanges in 2023, thus creating a high-quality and internationalized environment.
