On March 31, the Foreign Affairs Committee of the CPC Pinggu District Committee and  the Pinggu District Leading Group for Building Beijing into the National Center for International Exchanges held the first plenary meeting.

It was emphasized in the meeting that we should keep both the domestic and international imperatives in mind, and enhance the sense of responsibility and mission to improve Beijing's role as the national center for international exchanges. As part of Beijing, the city that plays a core role in serving major-country diplomacy with Chinese characteristics, Pinggu should leverage the functions of the ecological conservation area, the demonstration area for innovative development of  leisure and green economy, the demonstration area for agricultural technology innovation and the logistics port in the district to identify its role in foreign affairs work, so as to achieve its own goals while serving Beijing’s overall development and present to the world an attractive Pinggu that demonstrates the charm of the country and the capital as well as its unique regional features. We should strengthen the top-level design of foreign affairs work with high standards and improve the facilities and services for international exchanges.

To serve the high-quality development of the whole district, we should advance foreign affairs work by focusing on the following three tasks. Centering on the task of building the High-Tech Farming Z-Park, we will establish international exchange platforms for agricultural science and technology innovation, speed up efforts to attract foreign investment and foreign-funded projects, and build internationalized service facilities. Centering on the task of building a leading logistics center in Beijing, we will build a high-level comprehensive logistics port by benchmarking against global standards, actively promote the expansion of the China (Beijing) International Trade Single Window, and strengthen cooperation with leading logistics companies. Centering on the task of building a world-class leisure valley, we will raise market recognition of Pinggu District as a place for enjoying leisure time in nature, promote the industrial development of the world-class leisure valley, and actively host international cultural events, festivals and competitions.

It was pointed out in the meeting that we should stick to overall planning and coordination in the implementation of foreign affairs tasks. Efforts shall be made to strengthen the Party's leadership in foreign affairs, deepen foreign exchanges, create an international environment, and continuously increase the level and ability of internationalization, so as to set the stage for the Party's 20th National Congress with concrete action.

Attendees studied the guiding principles of  the fifth plenary meeting of the Leading Group for Building Beijing into the National Center for International Exchanges and the fourth plenary meeting of the Foreign Affairs Committee of the CPC Beijing Municipal Committee, reviewed the Key Tasks of the Foreign Affairs Committee of the CPC Pinggu District Committee and the Pinggu District Leading Group for Building Beijing into the National Center for International Exchanges in 2022, and reviewed in written form the Working Rules of the Foreign Affairs Committee of the CPC Pinggu District Committee (Revised), the Working Rules of the Pinggu District Leading Group for Building Beijing into the National Center for International Exchanges (Revised), the Working Rules of Special Working Group of Pinggu District for Building Beijing into the National Center for International Exchanges (Revised), the Measures for Pinggu District to Regulate Foreign Affairs Meetings and Events (For Trial Implementation), the List of Members of the Foreign Affairs Committee of the CPC Pinggu District Committee and the Pinggu District Leading Group for Building Beijing into the National Center for International Exchanges and Their Offices (will be updated after the new term), and the 2021 Work Report of the Foreign Affairs Committee of the CPC Pinggu District Committee and the Pinggu District Leading Group for Building Beijing into the National Center for International Exchanges.
