On April 20, Shijingshan District held the fourth plenary session of the Foreign Affairs Committee of the CPC Shijingshan District Committee and the plenary session of the Leading Group for Promoting Shijingshan District's Role in Building Beijing into the Center for International Exchanges in 2022. The meeting conveyed the guiding principle laid down by Comrade Cai Qi at the fourth plenary meeting of the Foreign Affairs Committee of the CPC Beijing Municipal Committee and the fifth plenary meeting of the Leading Group for Improving Beijing's Role as the Center for International Exchanges. Attendees deliberated on the work report of the Foreign Affairs Committee of the CPC Shijingshan District Committee in 2021, the major tasks in 2022, and the list of major projects and key tasks in 2022 for promoting Shijingshan District's role in building Beijing into the Center for International Exchanges. Chang Wei, secretary of the CPC Shijingshan District Committee, director of the Foreign Affairs Committee of the CPC Shijingshan District Committee, and head of the leading group for promoting Shijingshan District's role in building Beijing into the center for international exchanges, presided over the meeting. Li Xin, deputy secretary of the CPC Shijingshan District Committee and district mayor, attended the meeting.

The meeting emphasized that we should have an in-depth understanding of and implement Xi Jinping Thought on Diplomacy and the guiding principles of a series of important speeches he addressed to Beijing. Therefore, the foreign-related work of Shijingshan District should not only unswervingly serve the overall diplomacy of the CPC and the country, but also be in line with the reality of the district and play a unique role. We should also strive to transform the foreign affairs resources of the district into national and the city's resources so as to promote the high-level open development of Shijingshan District. Centering on serving the 20th National Congress of the Communist Party of China, protecting and utilizing Winter Olympic heritages in the post-Winter Olympics period, supporting major foreign-related activities and other areas, Shijingshan District will provide high-quality foreign-related services, and tirelessly work to make new advancements on the foreign affairs front. It will also consciously take its due responsibility, make overall plans for the development of its soft power and tangible facilities, and accelerate the construction of key projects such as the new Shougang International Talent Community so as to add momentum to improving Beijing's role as the center for international exchanges. In addition, we will speed up developing international language environment and optimizing foreign-related government services. We will accelerate overcoming the shortcomings to ensure that all annual tasks are in earnest implementation. We should also make overall plans for the foreign-related work of the district in the post-Winter Olympics period. Shijingshan District will take advantage of its distinctive resources such as the Yongding River Cultural Belt in Xishan, the historical and cultural block at Moshikou, and the industrial remains of Shougang and make full use of Big Air Shougang and Beijing Winter Olympic Park so as to create a number of "small but beautiful" venues for diplomatic activities and improve the service of receiving party and state guests. We should make good use of the red resources in the district and cooperate with other authorities to facilitate external exchanges of the CPC. We will strengthen the integration between foreign affairs and the "five key projects”, pursue concerted efforts to advance the Belt and Road Initiative, carry out in-depth exchanges with sister cities, and attract international investment and gather high-end resources. We will make concrete efforts to coordinate routine COVID-19 control measures and foreign affairs, and carry out exchanges through online and offline channels.

According to the Meeting, the CPC should strengthen the centralized and unified leadership over foreign affairs. The Foreign Affairs Committee of the CPC Shijingshan District Committee should ramp up the connectivity between municipal and district-level authorities, strengthen the mechanism building, the top-level design and advance the work on all fronts so as to build an interconnected foreign affairs layout with high efficiency. Leading cadres should take the lead in gaining a deeper understanding of foreign affairs and give priority to it, and forge a talent pool for the new era by building a high-calibre and multi-skilled team that meets the requirements.
