After the Leading Group for Improving Beijing's Role as the Center for International Exchanges held its fourth plenary meeting, all districts of Beijing promptly conveyed and implemented the guiding principles of the meeting. Based on their designated functions and positioning, all districts studied and laid out the key measures in this regard, and continuously optimize the hardware/software environment in a bid to create new momentum for this cause.
Dongcheng District
We will further strengthen our role as the core functional area for carrying out international exchanges. We will fully tap the district's historical and cultural resources. Taking the opportunity of urban renewal and relieving Beijing of functions nonessential to its role as the capital and conducting special operations for better governance, we will cultivate featured places for diplomatic events and foreign-related activities. We will serve major state events, ensuring the success of the 2022 Beijing Olympic and Paralympic Winter Games.
Xicheng District
We will further strengthen our role in serving and supporting major state events. We will build ourselves into the windows displaying the image of the country's capital. We will build the core functional area for carrying out international exchanges. We will focus on overall national diplomacy, continuously improve the working mechanism of services for major state events,
coordinate service resources, so as to accomplish our mission to serve and support diplomatic events. We will do a good job in carrying out municipal plans, with a special focus on key tasks and major projects.
Chaoyang District
We will promote the implementation of the Regulatory Plan and Urban Design for the Fourth Embassy Zone and advance the improvement of supporting facilities in its periphery. We will accelerate the construction of eastern section of the Bahe Embassy Zone and enhance nearby infrastructure such as roads, pipelines, airports and stations.
We will build an international duty-free or tax rebate consumption center. We will build city air terminals and other scenes for consumption. We will build commercial blocks with emerging scenarios and turn it into the next Sanlitun.
We will hold ourselves up to the world's leading business areas, improve the quality of Sanlitun, CBD, SOLANA, etc. We will build digital iconic landmarks and create culture and tourism IPs such as "Visiting Chaoyang".
We will provide high-quality services in five major fields, including international services, cultural and technological innovation services, government services, entrepreneurial services, and quality education services. We will actively compete for the selection of the location for Global Alliance for Trade in Services (GATIS) and Global Music Education League (GMEL).
We will accelerate the construction of the international talent apartment, international hospital, international school, and Future Forum permanent site. We will carry out a second phase study on "Chaoyang in Foreigners' Eyes" to improve the quantity and quality of international communities and create an international liberal atmosphere.
Haidian District
We will proactively map out plans to make up for our shortcomings, and complete various projects in a more systematic, holistic, and coordinated way. We will focus on key projects, which include the building of the Zhongguancun Forum permanent site and international talent community. We will strengthen overall planning and process tracking to ensure high-quality works that meet high standards.
Fengtai District
We will actively encourage the participation of enterprises, research institutions, and universities in the Belt and Road Initiative and international cooperation and exchanges in culture, education, sports, and other fields.
We will promote the building of Lize Financial Business District and New Capital Business District as well as the internationalization of Lugouqiao Culture Park.
We will strengthen cooperation with sister cities in epidemic prevention and control, continuously pursue active sister city relationships, and explore the opportunities for further cooperation and exchanges.
Shijingshan District
We will formulate and implement the Plan of Shijingshan District on Improving Beijing's Role as the Center for International Exchanges During the 14th Five-Year Plan Period and carry out the "2-6-2" strategy. We will continuously strengthen the supporting and leading role of major projects and accelerate the transformation of foreign affairs resources into actual productivity.
We will support the organization of Winter Olympics and other major state events with high standards. We will provide foreign affairs services for Winter Olympics related activities such as test events, drills and official competitions, striving to be the best.
We will serve and support the China International Fair for Trade in Services, the 2021 China Science Fiction Convention, Industrial Internet Forum, and other major events. We will organize the China Banking and Insurance International Summit Forum, the Yongding River Cultural Festival, and other major activities.
In accordance with the municipal plan and the district's characteristics, we will build the new Shougang international talent community, the Zhongguancun Industrial Internet Industrial Park, Beijing Winter Olympic Park, and carry out other major projects for improving Beijing's role as a center for international exchanges. We will strengthen overall planning to ensure orderly progress of all the work.
We will combine industrial heritage with Winter Olympic sports, create the capital's ice and snow landmarks and build characteristic cultural brands. We will implement the special action of "Making Preparations for the Beijing 2022 Games and Promoting All-Round Progress" to provide a favorable international language environment and improve the internationalization of foreign-related public services.
Mentougou District
We will set up the working group for improving Beijing's role as a center for international exchanges and formulate relevant plans and policy measures. We will supervise and inspect the follow-up work of key tasks, coordinate all resources to solve key problems.
We will build an urban living room with Jingxi unique cultural characteristics, accelerate the building of key functional areas such as Beijing Jingxi Demonstration Zone for Industrial Transformation and Upgrading and the New Shougang High-end Industry Comprehensive Service Park, and make concerted efforts to build high-quality international talent communities.
Tongzhou District
We will organize the member units of Tongzhou working group for improving Beijing's role as a center for international exchanges to study the guiding principles of the fourth plenary meeting. We will request each member unit to fully fulfill their responsibilities and make every effort to build Beijing into a center for international exchanges.
We will continuously internationalize Beijing MC, construct the Canal Business District with high standards, ensure smooth operation of Universal Beijing Resort, and explore new sites for international exchanges.
Shunyi District
We will carry out research on the Plan of Shunyi District for High-Quality Development of the Center for International Exchanges During the 14th Five-Year Plan Period and Thoughts and Measures of Shunyi District for Strengthening the Facilities and Capacity for International Exchanges in 14th Five-Year Plan Period.
We will improve the regular service mechanism guaranteeing major state events in key areas around Beijing Capital International Airport and make every effort to ensure the smooth operation of Beijing Capital International Airport and the main logistics center for the Winter Olympics.
We will actively advocate for the fifth freedom of the air and optimize the function of the Beijing Tianzhu Comprehensive Bonded Zone. We will promote the building of major projects such as Beijing Airport International Duty-Free City, China International Exhibition Center Shunyi New Venue (Phrase II & III), Sino-German Pilot Demonstration Zone for Economic and Technological Cooperation. We will strengthen the functions of the aviation hub and business exhibition and introduce international high-end industries.
We will organize HICOOL 2021 Global Entrepreneur Summit and the World Intelligent Connected Vehicles Conference with high quality. We will coordinate diplomatic and foreign affairs resources and platforms to tell Shunyi's story in a compelling way. We will promote the Shunyi cluster of International Business Service Area of the China (Beijing) Pilot Free Trade Zone and Beijing Sino-German Industrial Park, and show a good international image of the region.
Changping District
We will comprehensively strengthen the development of the Future Science City and lead industrial development with the "two valleys and one park". We will make every effort to build a world-leading "Life Sciences Valley" and an "Energy Valley" with international influence. We will speed up the research-education-industry integration of Shahe University Park.
We will build the international talent community with high standards, steadily improve education, medical care, hotels, and other supporting facilities, and provide space for foreign exchanges, international conferences, themed forums and other activities, creating a high-quality international business exchange environment.
Daxing District
We will complete the International Hydrogen Energy Exchanges Center project in China-Japan Innovation Cooperation Demonstration Zone ahead of schedule. We will organize events such as Sino-Japan Innovation Cooperation and Development Conference. We will properly prepare for the acceptance check of the Beijing Daxing International Airport Comprehensive Bonded Zone (Phase I in Beijing) and the Public Bonded Warehouse project in the zone.
We will advance the site selection of Beijing Daxing International Convention and Exhibition Center (Phase I), the international consumption hub, and the Innovation Service Center in China-Japan Innovation Cooperation Demonstration Zone. We will properly decorate the interior of the Development Service Center in the Beijing Daxing International Airport Economic Zone, and complete part of the design of International Aviation Headquarters Park.
Huairou District
We will actively improve the function of Yanqi Lake International Conference Resort. We will accelerate the completion acceptance of Yanbai Mountain Villa and the construction of building complex along Yanqi Lake. We will reconstruct and upgrade Sunac land and Songxiu Park with high standards and integrate resources around the lake in an orderly manner. We will improve the capacities of Yanqi Lake International Conference Resort in daily operation and major event services.
We will promote the internationalization of Huairou Comprehensive National Science Center, accelerate the building of Yanqi International Community and international school, and speed up the introduction of leading science and technology enterprises and renowned scientists. We will properly organize activities such as the 4th Conference on International Cooperation of Science Centers and sub-forums and activities related to Zhongguancun Forum. We will actively build "a science city for the next century" with an international atmosphere.
We will improve the urban design of Huairou Science City, International Conference Resort, and China Movie Capital and the function of international services. We will actively build high-quality and international "urban living rooms" and service facilities for business travel. We will properly organize Beijing International Film Festival and other brand events.
Pinggu District
We will improve coordination among departments and form synergy to improve Pinggu's comprehensive ability to serve the international exchanges center. We will develop the Agricultural Innovation Demonstration Area, strengthening Chinese research and innovation on seeds. We will serve the new development pattern, build the most efficient logistics center in Beijing, promote new consumption mode and new lifestyle, and build a world-class Leisure Valley.
Miyun District
In accordance with the municipal plan and the district's characteristic, we will make an action plan for Miyun District to actively contribute to improving Beijing's role as an international exchanges center in the 14th five-year plan period. The plan will cover various fields.
Yanqing District
We will support Beijing 2022 Winter Olympics with good services and ensure infrastructure such as Yanqing Winter Olympic Village put into use on schedule. We will strengthen the management of foreign language signs in public places, working with language experts to inspect and standardize foreign language signage. We will accelerate the team building of bilingual or multilingual talents and improve our capabilities to serve and support major events such as Winter Olympics.
With the reputation of the well-known Winter Olympics, Beijing Horticultural Expo 2019, and the Great Wall, we will organize international events with global influence and brand effect in Yanqing. By developing the Great Wall Culture Center, we will improve foreign affair service infrastructure and cultural value. We will strengthen communication and exchanges with sister cities, step up publicity, and increase Yanqing's international reputation.
We will implement the spirit of managing foreign affairs for the people, coordinate foreign affairs resources, establish cooperation platforms, and work with the China International Development Cooperation Agency (CIDCA) for Rural Revitalization Projects, so as to contribute to rural industries' development.
