On March 11, the Foreign Affairs Committee of the CPC Beijing Municipal Committee convened a plenary meeting. Cai Qi, Secretary of the CPC Beijing Municipal Committee and Chairman of its Foreign Affairs Committee presided over the meeting. Chen Jining, Deputy Secretary of the CPC Beijing Municipal Committee, Mayor and Vice Chairman of the Foreign Affairs Committee attended the meeting.

The meeting underscored the fact that the capital city's epidemic prevention and control effort may directly impact on the overall work of the Party and the country, the epidemic containment of the entire country, and China's international profile. While the epidemic has receded within China, its alarmingly fast spread abroad has posed the greatest risk to epidemic control in the city. We need to follow General Secretary Xi Jinping's important speeches and the CPC Central Committee's decisions and strategies, strengthen epidemic prevention and control effort within the mandate of the Foreign Affairs Committee and ensure the success of the fight against COVID-19. It is important to strictly guard against the risk of imported cases, strengthen epidemic prevention at ports, and in particular enhance epidemic prevention measures for inbound travelers who departed from countries severely affected by the virus. All districts should do their due diligence, focus on classified management, urge and guide communities to strengthen screening, and monitor the daily health of foreigners. Continued efforts are required to maintain information transparency on epidemic prevention and control, assist foreign-funded enterprises to resume production and operation, help solve their practical problems one-on-one, and assist with the launch of major foreign investment projects. The foreign-related emergency response mechanism needs to be improved to help ensure a safe and stable environment in the capital city.

The meeting also called for greater efforts in external work this year. This includes work in the following areas: strengthening communication, planning ahead and coordinating preparatory efforts to ensure the success of major diplomatic events to be hosted in the city; pressing ahead with the key projects such as those involving the Belt and Road cooperation to high standards; increasing communication with sister cities, ensuring the continued success of highly acclaimed projects such as the Beijing Week, Beijing Day and Beijing Night, and promoting fruitful cooperation in various fields; promoting Beijing's role as an international exchange center, focusing on the development of the special plan, and fully implementing the action plan; providing full support for the opening and development of Beijing, promoting the implementation of policies for the comprehensive pilot program of a new round of opening of the service sector, focusing on two opening-up platforms, i.e. the China International Fair for Trade in Services and ZGC Forum, and ensuring the success of high-profile international cultural festivals and sports events.

The meeting emphasized the Party's centralized and unified leadership in the work on foreign affairs. It is important to enhance overall planning and the work mechanisms concerning foreign affairs, tighten management, strengthen team building, and ensure that the CPC Central Committee's foreign affairs policies are well implemented.

During the meeting, the attendees adopted the Priorities of Work for the Foreign Affairs Committee of the CPC Beijing Municipal Committee in 2020 and the Regular Work Mechanism to Ensure High-quality Services for Major State-level Events (Draft). They also reviewed the committee's 2019 work report.

Other municipal leaders attending the meeting included Zhang Yankun, Du Feijin, Wei Xiaodong and Cui Shuqiang.
